Phyllis was born February 9, 1957 in Portland, Maine to Phyllis and Percy (Buster) Mathews who both preceded her in death. She grew up in Northern Virginia alongside her siblings. Phyllis graduated in 1975 from Stafford High School. One week after graduation, she began her 28 year federal service career and enjoyed many promotions. Upon retirement from the Federal Government she continued working several additional years as a private contractor for SRA.

Phyllis was a loving sister and friend. She had a passion for family, close friends, and sports especially her beloved Redskins.
