Life story
" Cecil William 'Bill' Cooper, a beloved father, brother, grandfather, uncle, and partner, passed away on March 19, 2025, at Mary Washington Hospital.
Born on June 23, 1950, in Parkersburg, West Virginia to Henry and Edna Cooper, Bill’s family relocated to Stafford County, Virginia shortly after his birth where he remained throughout his life. He graduated from Stafford High School in 1968 and went on to enlist in the U.S. Army, serving from 1970 to 1971, with a posting in Germany during the Vietnam War. Upon his return, Bill continued his service with the Virginia National Guard and earned a degree in Business Administration from Germanna Community College. He later retired from the Central Intelligence Agency after a 30-year career during which he earned numerous awards and had the privilege of traveling the world in continued service to his country.
Bill was a reserved and private man, but always willing to crack a smile, deliver a sarcastic joke or offer advice to his loved ones. Known by ‘Bill’ or ‘Billy’ to his family and friends, he was always there to help whether that meant fixing a car, taking family members into his home to stay when times were tough, or anything else that was in his power to do. To anyone who knew him he was reliable and trustworthy to a fault. He never wanted any credit or accolades, he just did what he felt was right for his family. This sentiment carried over to the many pets he took in over the years, as he was always a lover of animals.
Bill is survived by his longtime partner, Judy Moore; his son, Brian Cooper (Jayme) of Fredericksburg; his daughter, Amanda Cooper (Joel) of Fredericksburg; his sisters, Margaret Glock of Dayton, Ohio, and Jerri Cooper of Fredericksburg; his granddaughters, Reece and Myndee; as well as numerous nieces and nephews.
He was preceded in death by his father, Henry Cooper; his mother, Edna Cooper; his sisters, Martha Pawlik, Klea Cooper, and Dorothy Westendorf; his niece, Keeva Beach; and his great-nephew, Joshua Pawlik.
An interment service will be held at Quantico National Cemetery, where he will be laid to rest with full military honors.
